Mr. Ross was first appointed Head of English at the then Cayman Islands High School in August 1975, a post he held until 1979 when he transferred to the new Cayman Islands Middle School as Head of Language Arts. In 1981, he was appointed Principal of the Middle School and remained there until 1994 when he was appointed Senior Assistant Secretary in the Ministry of Health. In 2001, he was appointed Permanent Secretary, Personnel until he retired in November 2006 during which he concentrated on the development and eventual passing into law of the Public Service Management Law and Regulations. Mr. Ross previously served as Chairman of the CSAC from January 2007 until February 2012. Mr. Ross was appointed as a member on 20 July 2015 for a period of two years, which was extended until 31 January 2019.
